Preheat the oven to 400 degrees F (200 degrees C). Prepare 12 cupcake cups.

Whisk oat flour almond flour, sugar, baking powder, and salt together in a large bowl.

Pour oil in the mixer bowl. Add egg and milk and stir until combined.

Pour the flour mixture in the liquid mixture and mix just until batter is combined.add nuts a chocolate chips and mix.

Spoon batter into the prepared cupcake cups, filling ¾ to the top.

Bake in the preheated oven until a toothpick inserted in the center of a cupcake comes out clean, 12 to 15 minutes.
