Thaw, rinse, and pat dry the fish. Season with salt and pat dry again.

Separate green onions into white and green parts. Slice the white parts and julienne the green parts, soaking them in ice water.

Place fish on a plate. Arrange sliced white green onions and ginger on the fish.

Fill a pot with water, place a steaming rack inside, and bring to a boil. Steam the fish for 6-8 minutes, until it flakes easily with a fork.

Heat oil in a saucepan over medium heat.

Remove the fish, discard the liquid (optional), steamed ginger and onions, and pour hot oil and soy sauce over it.

Garnish with the green onion strips. Serve with steamed rice!
