    Combine mashed potatoes, cheddar, Parmesan, chives, garlic powder, onion powder, salt, pepper, and sour cream in a large bowl. Mix until smooth.

    Pour in the whisked eggs and mix. Fold in panko breadcrumbs until fully combined.
