Combine chicken and marinade ingredients: Let sit for at least 4 hours or best overnight.

Cook the chicken: In a large heavy-bottom frying pan, heat neutral oil over medium heat. Add chicken, do not crowd the pan. Cook till golden and crispy, about 5-7 minutes per side. Internal temperature should reach 165°F. Rest for 5 minutes before serving over rice.

Prepare scallion oil: Combine scallions, salt, and pepper with neutral oil. Microwave for 1 to 1.5 minutes or till very hot.
